Basic

Wizards can create portals quite quickly, but not instantaneously. It does take a short moment (about two seconds) to create a connection, depending on interference it can be longer, depending on the skill of the caster, it can be shorter. Using portals to move rapidly and offensively isn’t impossible, but exclusive to the most skilled wizards.

Portals created by wizards themselves have a limited size. The smaller the portal the easier, and it's common to create smaller portals one has to duck through instead of more taxing, larger ones. As they are spherical, it's also a consideration of space. Static, structure bound portals can be stretched and squeezed in almost 2D flat portal surfaces, the manual hand cast portals are always a full 3d sphere.

Holding a portal open manually for a longer time is extremely straining in the casting wizards as there are billions of calculations constantly adjusting the portal's position to stay in the same place relative to the movement within the universe.
Structure bound portals can be much larger. Very small structure bound portals are commonly used in any kind of wizard construction, like in power and water flow, but also larger, door sized ones connecting rooms and areas over larger distances.

Offensive Use

Portals are hard to use on the fly given the time they need to be established, but they can be very dangerous if used in an offensive way.

Fun things one may be able to do with portals:
Connecting room a to an area close to a star, flooding the room with deadly radiation and heat.
- Closing a portal mit traversal, cutting whoever was in it in half
- Connecting into random space, sucking all breathable air out of a given room.
- Connecting into bodies of water, flooding an area or, depending on pressure, shooting deadly bursts of water (it would explode rather than being "beams" tho given it's spherical nature)
- Using a Portal to survive a high fall by casting a first portal before hitting the ground and then casting a second at the peak of the deceleration to lang with almost no momentum back on the ground.
- Redirect an incoming projectile
